HydroAnalysis provided permit technical support to EPA for the Massachusetts and New Hampshire MS4 general permits. We supported EPA in evaluating predicted costs associated with compliance with specific components of the draft MS4 permits. HydroAnalysis designed MS4 permit compliance measures for small, mid-sized, and large municipalities including consideration of green infrastructure and six minimum control requirements. From these design scenarios, we estimated costs including engineering, construction, administrative, and other costs.  We conducted a review of estimated stormwater compliance costs per area for urban and rural areas. We met with EPA stormwater compliance staff and provided as-needed technical services to support finalization of MS4 general permits for Massachusetts and New Hampshire.
